Yes, that is the actual promotional art for Mega Man 10.
After the success of Mega Man 9 on all three systems, Capcom decided to create another Mega Man game in the same retro fashion. Although Mega Man 10 will retain most of its retro goodness (similar to Mega Man 9), a few surprises will be made available too. For one, you can swap out Mega Man for Proto Man, or for some other unannounced character at the moment.
The plot has changed a bit too. There’s this virus spreading called Robotenza. It’s up to Mega Man to find parts that will be used in order to create a vaccine.
As of this moment, we know that Mega Man 10 will be released for WiiWare, with no mention of PSN or XBLA. Do not fret though if you do not own a Wii. This information comes from the January edition of Nintendo Power. I doubt they’re going to mention that Mega Man 10 will be released on a competitor’s console. No tentative release date has been given yet.
